@aobadsul Your specs aren't actually sufficient for the entire game—some of the later EPs added a lot of overhead. Your processor is U-series, for ultra-low power, meaning it will throttle power that the game needs to run. Your graphics card is dedicated but weak and would likely struggle with Pets, Seasons, ITF, and IP. Some of the earlier packs might be fine, though, depending on your playstyle.

Admittedly, none of this addresses your current issue. I'm not sure why the link isn't working, unless Crinrict has reorganized since the last time I checked my bookmarks. Regardless, the principle I was referring to ("Method by Mell") is easy enough to describe (see below). And it does really seem like this is an issue of bad cc. If you want to check, though, pull your entire TS3 game folder out of Documents and onto your desktop. Then launch the game again, and a clean folder will spawn with no content whatsoever. Play around with the launcher; if it works, copy your entire DCCache folder into the clean game folder, then check the launcher again. If you get another crash, then it's caused by installed content.
When installed, custom content is bundled into .dbc files inside DCCache. (The .ebc files are store content.) To uninstall an item from one of these bundles, sometimes it's necessary to examine them individually. So in anotherclean folder (described above, but make sure DCCache is empty before you start) move only the lowest numbered .dbc file into DCCache inside your new folder. It will be labeled something like dcdb0.dbc—the important part is the zero. With just this one file in DCCache, bring up the launcher and scroll through the Installed Contents tab. Uninstall any item that you don't want or don't remember adding to your game.
When you've examined this first .dbc file, you can put it aside and check the second. It will be named dcdb1.dbc; change the one to a zero, and repeat the process above. Do the same for each .dbc bundle, and don't forget to give them back their original numbers when you're done.
If any single bundle still makes your launcher crash, you'll need to trash it and either track down and reinstall the missing content, or just do without.
When you're done, you can delete everything in DCBackup except for ccmerged.package, which is necessary to make your premium store content work. The only purpose of the other files is to make your cc stick to any uploads to the gallery.
If you do all this and still get crashes, it's possible that you have an installed sim or lot with bad cc as well. If you still have the original sims3pack downloads, you can install them one at a time in a clean folder and then check the Installed Content tab for any hidden surprises. Packs with bad cc need to be cleaned, or they can reinfect your game. If this is the case, I'll try to track down another link for you.
