@sjem53 It's generally not possible to recover the play session at this point. The only thing I might have suggested at the time (and I know this is very late, relatively speaking) is to try clicking F1 a few times: F1 should switch to live mode, with F2 and F3 opening Buy and Build modes, respectively. This only works occasionally though, and typically when the UI fails to load or something else simpler than the game actively stuck processing.
In the future, I'd suggest frequently saving while building or renovating, as it's a lot easier to redo ten minutes of work than two hours. Additionally, any time you're building a new house or community lot, it's best to do so in a new save, from Edit Town. This ensures that resource use is as low as possible, leaving everything available for Build/Buy modes. You can save the finished lot to the in-game bin and place it in your existing save, after quitting and reloading of course.
