@Zakhrii  What world are you playing in, and does this happen in a new save in Sunset Valley?  Have you confirmed that your in-game framerates are in fact limited?  The cheat fps on will make an fps counter appear in the upper-right corner of the screen.

Please also list the mods you've installed.  It's fine that you use them, but a few popular ones are outdated or broken to some extent.

The reason your DeviceConfig lists Windows 8 is that Sims 3 is older than Windows 10 and doesn't recognize it properly.  This has no effect on performance.  You also don't need to run the game in compatibility mode; it works fine in Windows 10 and 11.

By the way, your graphics card and its VRAM are unrecognized at the moment.  If you'd like help fixing this, you can use the GPU Add-on tool here:
