The error in your screenshot is not necessarily related though. If you see it again after installing DX9 and restarting your computer, please run Origin as an admin: right-click on the shortcut and select "Run as administrator." Then try launching Sims 3 through Origin itself, not through its .exe.
Additionally, your C drive is extremely low on space. 5 GB free is barely enough for Windows to maneuver and not enough to also run Sims 3 properly. Is there a reason you have this physical drive partitioned into three? If not, I'd at least erase drive E and let its space merge back into C. You could do the same with D, but you'd first need to move its data elsewhere if you didn't want to lose it. That would be easy once you'd dealt with the E drive, as in, C would have enough space to accommodate everything currently on D.
If you don't want to do that, please move Sims 3 to D or E to free up space on C. First, create a folder where you want the game to be installed. Next, open your Origin game library, right-click on the Sims 3 icon, select Move Game, and choose the folder you created. Origin will take care of the rest, but I'd still suggest running a game repair (in the same right-click menu) afterwards.
