@alicemc4 It seems the codes are now just what they are redemption/activation codes. Once used the codes are no longer needed as the packs are locked to the Origin account the code was used. When The Sims 3 was first released Origin was not in use yet and the codes were stored on the local computer. Today Windows and El Capitan no longer support the DRM used when The Sims 3 was released. To reinstall the game and packs all you need to do is download the Origin client and install and login and your games should be available for download. When you purchase and install the game and run it for the first time you agree to the EULA. You do not own the game what you have is a license to use the software under the terms of the license. Licensing software has been around for some time and is not new. Like your auto insurance policy few people read it.
