@grufert Origin and the EA App share information, so any content you purchase in Origin should work in the App as well. Origin should also be back working sooner or later, I mean it's not like it stopped downloading any games at all, just a few older ones, so I doubt this is a permanent or intended change.
It's certainly possible that the EA App won't immediately recognize your purchase either—that's happened to a couple people registering packs in the last few days—but that should probably be resolved soon as well. How soon, I have no idea. I'm just saying that can't be intentional and that the App is supposed to recognize all Origin-owned content.
So yes, you can go ahead and purchase whatever DLC you want, and if it doesn't work now, it should in the near future.
