Sims 3 not able to place buildings on lots

I have been playing sims 3 for about 2 weeks. I saved my game and went to edit town.I wanted to place some buildings on vacant lots in my town, Roaring Heights but when i click on place lot on the property it will not allow me to do so, I even made sure my lot was listed as a comunity lot to add the building and still will not allow me to place the lot. the lot is ready for a building but will not allow me to place the building. Any information would be greatly appreciated. thank you.

    there could be something on the lot like a seed,space rock, wildflower etc that the game "thinks" the lot is occupied when it isn't so try the following

    go to edit town click on the lot and add some furniture to the lot doesn't matter what just throw some beds chairs on the lot then bulldoze the lot
