@TLL_Flame92 No, you can't receive a new code. EA doesn't allow the transfer of games from one account to another, so it won't support someone trying to use a previously-owned disc copy either.
The other issue is you're trying to run a 32-bit application (the Sims 3 installer on the disc) in an OS (Catalina) that doesn't run 32-bit apps at all. The version of Sims 3 on this disc is also 32-bit, so you wouldn't be able to use it on this computer regardless. If you had a new copy of Sims 3, you could register it in the EA App and download the 64-bit version, but that only works with a valid code.
It's probably not what you want to hear, but EA does put Sims 3 on sale here and there, usually including during Black Friday week. The Starter Pack is a bundle of the base game, one EP, and one SP, and it's the same price ($20 U.S. normally, $8-10 on sale) as a single EP or SP, so it's a pretty good deal at its sale price.
