I don't think the requirements are any different then the ones for Windows 7 but EA specs are quite low, especially if you have lots of EPs too.

I would look around for something like this:
- i5 or i7 processor with at least 3.0 ghz (the more the better)
- 6-12 GB RAM, depending on what else you want to do on that computer. The game can't use more than 4 GB but if you have processes running in the background, you need more then 4 GB

- an SSD if you have the money for that.
There are newer ones that are not listed there yet.
