@abacogirl1993 It's best to take the excellent advice igazor gave you over on the Sims forums—go to Edit Town, evict your sims, copy the apartment building to the bin, bulldoze the lot, replace it with the bin copy, and move your sims back in. If you do all of this in one Edit Town session, without saving your sims to the bin, the sims will keep their jobs and relationships but lose their promised dreams and opportunities.

@abacogirl1993 I'm not much of a builder myself and have never built an apartment building, so I can only tell you so much. But it would be useful to know what happens if you place this modified apartment in a brand-new save and moved a family in. The new save will be free of any corruption that might exist in the old one, and the same is true for the sims. Then you could try moving the room markers around and changing out the doors, as mentioned in the Sims forums thread.
If you report back on the results of your tests, even if nothing works, it will help narrow down the source of the problem.

@puzzlezaddict thanks for that unfortunately that didn't work either. I switched to an existing family in the game and tries to have them enter the building and that didn't work
I'm not that much of a builder either and I should probably mention I do not see any room markers
