I am waiting for my game to arrive, so this is still patch 1.38 only. Windows 7. If it matters, new game, Sunset Valley, Edit in Town CAS, and I also get it with the Edit in CAS cheat.

Yes, but 8 skin tones in there are clearly marked as custom content in .package format (folder icon), so either you did not take out all your mods or have some hidden in the old location in Programs or you have some Sims with those tones attached to them.

Edit: Anything in the Mods folder would count as mods in this respect.
