The Sims 3 on Nintendo 3DS. Babies?

I have tried to find out if you're able to have babies on The Sims 3 on Nintendo 3DS but some people say you can and others say you can't and, though I've tried, I've not been able to so I thought I'd finally just ask on this if you can have babies or children on Sims 3 on 3DS?
