This happens to my sims whenever they change into a "new outfit", as in one they have never put on before. What works for me is if make sure the speed in on 1, go to the map mode, zoom in on a random spot, let that spot render (takes like 1 second), then click back to my sim. Works every time. I will only have to do that again if they get a new work outfit, or I change another. Hope this helps.
