Where is everyone, the second time at University?

I've had that problem too, and when I posted about it on the old forums igazor told me how to fix it with Master Controller. Here is a thread about the same thing, with the same instructions, on the NRAAS site. Apparently this happens if you're not using story progression (neither EA nor NRAAS).
