[ARCHIVE] [S] Trick or Treaters enter without knocking/ Steal Stuff

How often does the bug occur? Every time (100%)
What is your current game version number? 1.63.134.1020
What expansions, game packs, and stuff packs do you have installed? All of them. The newest being the Eco Pack.
Steps: How can we find the bug ourselves? Create a Halloween holiday. Add Remembrance, Wear Costumes, Trick or Treat, Spooky Spirit, Decorations.
What happens when the bug occurs? The issue: 1. The trick or treaters do not walk, they just walk in and get the candy if the bowl is placed. 2. Take away the bowl will result in a sim walk into your house and steal random objects. 3. No kids will populate to come to trick or treat.
What do you expect to see? The trick or treaters to knock on the door to get treats.
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure

I have done a reset of the game and a repair on the game and a reinstall of the game.  Still the same issue has occurred.
