I'm having the same issue on the Xbox Console version.  I've noticed that it also often won't count even if you actually build the relationship up slowly.  Occasionally, when I reload a household, it will temporarily work again, but it seems to be intermittent.

    @RedRylan i found that starting with a rude introduction and then working your way up to friends from there worked for me on xbox
