Steps: How can we find the bug ourselves? Have a sim complete the Angler Ace aspiration.Go fishing to insure the moodlet appears.Quit game to dashboard(or desktop) and then restart game and load the save with the sim that just completed the aspiration and have them go fishing.
What happens when the bug occurs? As sim is fishing the Angler's Tranquility moodlet does not appear.
What do you expect to see? Angler's tranquility moodlet appears while fishing.
Have you installed any customization with the game, e.g. Custom Content or Mods? On console - never used.
Did this issue appear after a specific patch or change you made to your system? No

Things that might be relevant: 

1.Sims are immortal 

2.The sims where I experienced this also have almost all the traits that can be bought with lifetime happiness points, except with the packs that I don't own.

3.Two members of the household have the angler's ace aspiration completed, a third is currently trying to complete it.One of the sims that completed it is an outdoors sim and the outdoor moodlet appears fine.

4.Tested it with a new save:This was an immortal sim,but completely new game generated sim, not in the same save as my main sim family.Once the sim finished the aspiration, I reloaded that save and had them go fishing,but the moodlet did not appear.

Not sure how long the moodlet stopped appearing for the first sim that got the aspiration complete.Just recently noticed it stopped appearing when he went fishing in Brindleton Bay.I then had his wife who just completed it go fishing and it didn't appear for her either.I had them go to willow creek and go fishing just behind the corner lot(Bargain Bend) and the moodlet didn't appear.Sent them on vacation to Granite Falls? and down the hill from their cabin the fishing spot there didn't produce the moodlet.It was at that point where I tried a brand new sim in a brand new save to see if I could reproduce it and unfortunately I could.

Not really a big deal,but thought someone should know.
