Yup, I just have had this problem as well. Play on PC, no CC, no mods. I didn't figure out myself why on earth I couldn't play chess but now that you said it, I think it might've been when I was mid-quest in the Reaper Event. Because now suddenly I can play it again and I've completed all the available quests.
