I tested this and it's working fine in my game. Is it any specific quest for you ? Also do you have mods/cc ?

I just started having this issue after the 10/22 update; my sim "does not have permission to use" chess tables on community lots, celebration centers, or unplayed sim households. Brand new save, no mods/CC. I do have the Grim event quest, and I have Discovery Quests disabled.
