[ARCHIVED] [CD] Vet clinic: Can't raise star rating

I am also having this problem, clinic will not rise above 3.5 stars.  I have done everything I can find on the internet but none of the suggested remedies has worked.

I have no cc, no mods.

I have deleted all cache files.

My game is fully up to date.

I have repaired and reinstalled the game repeatedly.

I have all of the most expensive flooring, wall coverings, decorations with the highest scores.

I have every pet item, 5 full top end work stations, 5 fully skilled controllable sims and 3 satisfied or very satisfied fully trained employees.

I use multiple friendly social interactions on both the pets and the owners before billing.  Also tried doing the friendly actions at the start of the visit as well as after treatment.

I disallow customers at 4 max so that I always have 1 controllable sim to immediately clean up messes.

I note that nobody has posted about this issue in 3 years, I would assume it was fixed at one point but is now back.
