Bug report.
(I have already received a response in chat that this is a bug, and I am posting it to share.)

The skill level change cheat (Stats.set_skill_level) in Sims 4 was preventing the elimination of skills by leveling them down and to level 1.
I have confirmed that it is not an input error as I have testingcheats turned on and I was able to level up without any problems.
The platform is PlayStation4.

As mentioned above, we have already reported this in EA chat and they will take care of it.
However, I am posting this form to share it here so that we may be able to respond more quickly.
