I really hope this can get fixed. I do a lot of storytelling in terms of skills, so this is neat to have to adjust my sims' skills, especially when I want them low in a certain skill and they keep wanting to increase that skill autonomously. But it's not just storytelling that this cheat helps, this is also the workaround with the toddler bug where milestones (especially for movement) don't get unlocked properly. And with the rebirthing feature, the toddler milestones bug make it impossible to get all milestones because I'm not able to lower then raise the skills to unlock said milestones.

I have the same problem in my game. I used to lower or remove skill levels with this cheat in the past, for storytelling gameplay, but this isn't possible anymore. Normally I don't use mods in my game, but unfortunately now I'm forced to do so.

Any progress at all on investigating this bug? I've been experiencing this too:(. I don't use mods/CC, and resetting the game didn't result in a change--the cheat functions for raising skills but never for lowering skills

I am also experiencing this issue. I never had the "study numbers" appear on blocks or flashcards for my toddler, and they are now at max skill levels. I am trying to reduce the skill to try and get the milestone completed.

so it appears this is either a new issue that has risen or this has been an issue for a while. i’m noticing others are going online just like me and you, according to the comments, to look for the same solution. i don’t know if this is a console problem or what but i’m about done with ea and their bugs they don’t care to ever fix

Just piling on to say I'm experiencing the same problem on Mac. I have about half the packs installed, no mods or CC, and am experiencing problems specifically related to Growing Together. I had an infant reach every milestone, which resulted in them aging up with some skills elevated. Most of the thinking and movement related milestones are not working. I've been trying to reduce the skill level of my toddler so I can redo the milestones that did not trigger. The cheat simply does not work to reduce skills.
Looks like I'm finally going to start experimenting with mods to either down level the skills or manually add the trait/milestones that I'm going to miss for storytelling purposes. The milestones have been an issue forever, but really disappointing that the workaround is now broken too.

I’ve also been having this issue for months. I have all packs and have never used mods or custom content. I like to start my main sims as infants and collect all the milestones and skills along the way. However, completing all the infant gross motor milestones makes it so you can’t complete the toddler motor milestones. I used to cheat their movement skill lower to get all the motor milestones. It’s really annoying to not have that option anymore. I’d honestly be happy if there was just a way to add milestones through chests. That way I could add the missing milestones, which would be good enough for me.

Same. I used to be able to set skills to the desired level I wanted with this cheat. But now I can only raise them. They won't lower no matter what you do. So I have to clone sims to reset them fully if I want to lower their skills, which is a pain.
