Same issue here, i have all packs. It occurs since the LD patch i think.
I don't know if it's related, but also the bushes and plates form the spice festival remains.
i can't delete anything by cheat or make my sim remove the objects.
Just before i was playing in Moonwoods mills and i also saw there abandoned bikes or guitars. (still can't remove those, since i have a red stop sign over them)
I places rental residential in those worlds, and since those are bugged as hell, i wonder if it's related.
I have the festival overlapped bug since YEARS in my 1000+ dollars game, but before i can delete those with shift+ clic, and now it's impossible
