I'm having the same exact issue. Coffee cups, cupcakes, trash, littered everywhere. I can't delete anything even with cheats (right click, delete doesn't work). Mods don't help. When I hover over the objects there is a red crossed out NO symbol. Festivals are stuck on top of each other. San Myshuno used to be my favorite neighborhood too play. NOT ANYMORE. I haven't bought the new packs because nothing ever gets fixed so what's the point?
