I have this issue in Britechester too. I'm not sure what triggered it, because I don't seem to have it in San Myshuno (knock on wood) even though I do have the bug in San Myshuno where the festivals are stuck.
Anyway, bikes all over Britechester. Just by having a quick look around I could find 8 bikes scattered around. Here's an example picture.
I also have items that previously disappeared suddenly reappear. These sun loungers and beach towels were placed there by me in April, and in the game it was in the middle of the summer. I directed my sims to place them there, but when I travelled to another lot, forgetting to put them back in their inventories, the items were gone when I came back. I had my sim lounging on sun loungers at different occasions, and three times the loungers disappeared. Now it's December in real life and the beginning of winter in the game, and suddenly these items are here again, and can't be interacted with. I guess this means that all the items that are ever placed in the worlds aren't actually cleared, but instead usually become invisible.
@SqueamishNerd Dou you play on dorms? I heard that trigger it too
