I experienced a similar issue when living in a residential rental lot in Glimmerbrook - my sim's bicycle began glitching and getting left behind in the sim spawn/despawn locations where she'd load into and out of the world. As described, they weren't interactable - you couldn't click on them, even with testing cheats on.

The bicycles went away after my sim spent a full night on a Get to Work retail lot (she was there during the 3AM turnover thing).
