To add to this, some also say penthouses are also bugged
@Fanstar123- I recently played in Ciudad Enamorada (Lovestruck) and I noticed a single non-interactable bicycle that was left behind the Mirador del Amor Nightclub in the Nuevo Corazon neighborhood. This is the neighborhood that has two Penthouses, which I have played in, so I can confirm that this bug is also trigged by all Penthouse lots.
I guess we need to avoid Penthouses from "Lovestruck" and "City Living," Apartments from "City Living" and "Eco Lifestyle," Dorms from "Discover University," and Residential Rentals from "For Rent" until this bug is fixed.
UPDATE: It was actually two bikes in the neighborhood, and I figured out how to get rid of them: I opened up my save file in Sims 4 Studio and cleaned all of my streets of bikes and trash. Curiously, I could not find the bikes in Nuevo Corazon via the street objects data in S4S. I had to actually view the objects data of a Lovestruck Penthouse called "Torres Amanecer" and the two bikes seemingly belonged to the Penthouse! That was crazy, because the Sims that lived in the Penthouse do not own bicycles, which further proves that Penthouses (and Dorms, etc.) spawn these random bicycles.
Also, in San Myshuno the overlapping Geekcon/Romance Festival, cupcakes, coffee cups, snow globes and trash is tied directly to the Penthouse near Planet Honey Pop. I was able to access and delete all of that trash and Festival junk via S4S by editing the objects tied directly to the 1 Torendi Tower Penthouse. The junk isn't spawned by anything on street, but by the actual Penthouse. I also found debris tied to the nearby Chic Street & Zenview Apartments.
This is how the Fashion District looks after a deep cleaning via Sims 4 Studio. I followed Crinrict's instructions on his blog and successfully removed the debris.

@indywara- I would imagine so, but the bug might be dormant until triggered by playing in those lot types. They probably have it, but it hasn't shown up yet. For instance, I played in the Nuevo Corazon Penthouses for several days, with no issues until yesterday. It wasn't until I decided to bring one of the couples who lived in the Penthouse to the nearby nightclub for a couple of hours, that I noticed the bicycle.
I immediately exited out of that neighborhood before it got worse, but I really don't want to roll back my save over 1 bicycle, because I made so much progress this past week.
From what I found so far, the litter is there if you play neighborhoods that have any lot types that have a shared space (dorms seems to generally count as shared space). It depends which lot you play but changing lot makes them visible.
For example, I tested a new save/new household in San Myshuno and didn't have any litter at all. No overlapping festivals nothing -- until I decided to go to the Karaoke bar (up to that I had only changed to another lot in my neighborhood once, I only had traveled to other neighborhoods otherwise)
Everything became visible when I did that. I then went back to a way earlier save and did the same .. litter appeared. So it was there all along, just not visible.
Didn't have any time over Christmas to test further.
@crinrictThis is what happened to me too. I played in one of the penthouses (originally a dorm, I've changed it to residential) at Foxbury campus, no problem, no litter or bikes anywhere. Then I switched to a regular residential lot (the house close to the river, originally a dorm but now residential) in that neighbourhood, and that's when all the stuff appeared. Even some items that my own sims had lost from their inventory long ago.
