I was having this issue. I was playing around and discovered that if you go into build, click the stack of dishes, and sell them (sell all of the stacks of dishes that way) then clean up the single dishes and it should work. I’m not sure why selling them triggered the action to work, but it did for me. I had trash cans, waiter stations, dish washers, sinks and my sims wouldn’t go to them until I sold the stacks. Sometimes they lay the dishes back down, but I just sell the stacks of dishes again and they go back to working normally. Idk why but it worked
I, too, have this issue. And like others have said, the glitch is caused when a dish is placed out of reach. Most of the time it's the result of a sim placing an empty dish on a half-wall, from which they have trouble retrieving dishes from. However, I've also found dishes in ceilings, under other objects, and floating in the air (which is caused by toddlers glitching).
Once you delete or move the offending dish, sims resume doing the dishes normally. At least until it happens again ... Cuz it's pretty frequent.

I used your method (sell all of the stacks of dishes that way)
and also placed the waiter's stand away from the wall, even though the game accepts the position adjacent to the wall, and so I solved it.
