While eating at a restaurant, I saw waiters several times putting piles of dirty dishes on counters/bars/side tables instead of in a waiter station before proceeding to their next scheduled task.

I can confirm this also happens when running a restaurant. The waiters will leave dirty plates even though the waiter station is unobstructed.
Waiters keep going to clean up dirty dishes, creating stacks of dishes, and then will cancel the action. They will then ignore stacks of dishes and won't clean them up. I had a waiter almost make it to the dishwasher before going back to the dining area to place down a stack of dishes.
