How often does the bug occur? 100%
What is your current game version number? 1.109.207.1020
What expansions, game packs, and stuff packs do you have installed? All except Bust the Dust.
Steps: How can we find the bug ourselves? Place Little Campers "Makeshift Shelf" on a restaurant lot then attempt to visit restaurant lot with a sim.
What happens when the bug occurs? Receive notification saying the game failed to load with the above error code. Recommended to restart the game. Restaurant will appear with orange exclamation mark and say it is incomplete. Seems to work fine if exact same lot is changed to other venue types except restaurant.
What do you expect to see? Loading into a restaurant when visiting with sim and playing as normal.
Have you installed any customization with the game, e.g. Custom Content or Mods? Yes but fully removed and game checked without. Only removing the table solved the issue.
Did this issue appear after a specific patch or change you made to your system? No, has been present for at least a year but only just figured out the exact cause so unsure when started.

I was able to finally get my restaurant visitable again after entering this cheat from build mode - "objects.clear_minor" then all the plates and half-cooked food vanished from the lot that gets get left-over when you left it last time, it seems very related to this.
