Move the Sims 4 folder from Documents > Electronic Arts to the desktop then launch the game, it will be completely clean with no saves or settings. Start a new game, download that lot from the gallery and see if the same error comes up.
Edit - merged into an ongoing thread on the issue, seems you're not the only one experiencing it.
@BluebellfloraPlease stop giving kneejerk responses that basically amounts to "your game is screwed, please make it even more unplayable and tell us if that works." This is an EA game we're talking about that's got over 8 years of interns rubbing their greasy paws in the code. Give the users some credit and assume that if they have enough savvy to take a screenshot of the error code, then maybe they're not complete idiots.
