I am having this issue too, and the only thing that worked for me successfully was to use the "call a contractor" option. So far I have only tried the expensive contractors, not sure if the cheap ones will also always result in a failure.

Hopefully this helps someone else who is having this issue!

I use cheap contractors for everything except ghosts... Problem is.. I don't think the "successful" contractors are actually completely successful. My tenants always break the contract despite handling the issues with the contractor and having low low low rent and 5 star reviews.
