I am having this issue too, and the only thing that worked for me successfully was to use the "call a contractor" option. So far I have only tried the expensive contractors, not sure if the cheap ones will also always result in a failure.

Hopefully this helps someone else who is having this issue!

same issue, "call a contractor", even an expensive one, results as "the tenants solve the issue by themselves"
