So just to sum up it that's helpfull for anyone, because I delved into this.
I am experiencing the exact same problems as you guys, BUT there is one type of situations that are resolved succesfully.
The only events that seem to work are those that happen outside of the specific apartment. Only two for me were: overflowing trashcans and algae in the pool.
To make them work you cannot enter any specific apartment - just travel to the rentral building and take care of the problem BUT DO NOT KNOCK ON DOOR AND ENTER ANY OF THE APARTMENTS. It will work, if you want to finish the aspiration part before EA makes a potential fix.
So there problems seem to start while you enter any of the rental units - I think the game sees you as a family guest, not the rentier in that case :/
