This is happening to me too, every single time. Extremely frustrating as my sim landlord even leaves work to come and repair these issues but only gets punished for doing so. The only thing that works is calling a contractor but cheap and expensive is usually the same price ($350) and it's a hit or miss if it will work + lowers the profit margin tremendously when it needs to be done literally all the time. I saw someone else posting about events outside of the actual apartment may actually turn out successful, however didn't work for me when removing a rotten plant - still got lowered rating and notification claims I ignored the issue. As others report, each and every action has been taken well within the time limits. Sometimes I even fix the same issue over and over, within the time limit, and it never acknowledges that I was there at all (removed a ghost 5 times in a row, no effect at all).
Really hope this issue will be resolved as it is a major one.
