I have the same issue. Don't use mods, haven't played a game in a while. Logged in yesterday and caught the same bug. Nothing my sim do fixes the tenant problem and I just have the popup "Nothing have been done to fix the problem". it makes the whole purpose of the pack useless. 
I see people having this bug since October. And it haven't been figured out yet?
