I'm having this issue too and I hope someone sorts it out soon. I have mods disabled (still files in the folder though). All of the flats are empty except the one at the bottom, and all of them have a rent higher than 4 billion- what the hell! it sucks enough that the pack came with laggy wallpaper application, this too?

    Really frigging annoying, but I took one of the previous user's suggestion of turning the lot into a residential and then back into a rental and (painstakingly) reassigning all the rentals, and that seemed to do it.
