I wasn't able to correct this issue in my Legacy save because most of the solutions would break my 39 Gen family tree, collections & achievements progress. The issue is the default max in the game is 9,999,999,999 but bills are over that amount. There is no way to cheat the amount I need. Any mods I tried were limited by this cap.
My solution suggested by TwistedMexi was to edit the save file in Sims 4 Studio. This is advanced and I advise you don't mess around with this tool if you're not confident in your skills. Also create backups!
There is a mod called Increase Maximum Household Funds Limit on Mod the Sims website that was suggested to me when I posted about my issue on social media. I have not tried this mod nor do I know if it's up to date. Use at your own risk and please back up your save before using.
I hope these solutions can work for someone else to fix their game. Unfortunately I don't have any suggestions for console players.
