[ARCHIVED] [FR] Tenant Events still happen when Rental Unit Events are disabled

I was able to fix this (at least for now) by turning rental events back on, then going back to live mode, and then turning them back off again.

    Yes, I haven’t seen any more of these events since I turned them back on and then back off.

      An update to the fix I mentioned earlier. This works for me in one save, but not in another. In the save where it works, all of the tenants are played households. In the save where it doesn't, they're only unplayed. I'm not sure if that matters, but it's the main difference I could think of. It's very annoying!
