I'm having the same problem. I was able to fix the issue with not being able to travel to or but lots in MP, by uninstalling and reinstalling the game. Now lots I download from the exchange don't work as retail lots, even though they are labeled as retail.

You won't loose anything. Just make sure to not delete any files and make a backup.
- It worked, I played for about 15 minutes, and then it stopped working. Except for the lots that came in MP, all retail lots are empty and useless.
Without putting anything back or did you already start putting stuff back ?
- I just tried again. I have one lot working and none of the rest. I'm starting to regret buying this pack.
