That is high for bills on a new lot. So, a few questions about the lot.
Is it a big lot, like 40x30 or bigger? A pic or two would be helpful.
Does it have a lot of high end/expensive furnishings in it?
Has the lot been played with another household that left things of high value behind?
Are there are a lot of collectables on the lot, in storage chests or in your sim's inventory?
Is there a vault present and if so, does it have any in it? If one is present and has money in it, you can pay the bills with that. If you move all the money out of it into your household funds, then the bills will go down a lot. Money in the vault is added to the value of the lot so it has a big impact on bills.
All these things have an impact on the bills.
One thing you can try is to sell high value items if there are any.
Another thing you can try, is to move out, keeping the furniture. Then move back in and put the furniture back in place. It'll all be in the household inventory. Admittedly, it's a bunch of work, but it'll cause the values on everything to reset to their default and might reduce the bills.
