I was impatient and just went back to a previous save. No mods, it was the weirdest thing my bills were all correct, but the total showed a positive number. The math wasn’t even matching! Oh well. I’ve had a few hours on since then and haven’t had issue. Thanks for trying to help.

I had this issue but not after downloading one of the kits. I ended up using MCC to fix the bills but you have to wait until the repo man comes and “pays the debt” that the game thinks you owe. They took one of my sims pictures, left the lot and the game went back to normal. I hope this helps!!

This exact thing happened to me! Right after I downloaded it, I built a new house and bills came. I had been living in the Eco Lifestyle world but had moved into Sulani. In the previous house I had solar panels, wind energy, and a dew collector. At this new house, bills came and says it's +78. I have tried to pay it from the computer, mailbox, and phone of both sims who live here, but nothing works and now my power is shut off and my sims are unhappy.
