I started to have this happen tonight and I think I *may* have found a temporary fix. (Let me know if it works for you). I had a very small paddock made for my chicken coop/chickens. When they all passed I deleted the coop but kept the paddock so I put a ball in there and my foal has not had any issues going to use the one in the paddock!
Please try and let me know if it works for you guys too??

@Simming_P4nd4 I noticed something like this too! In a previous lot the ball was just "out in the open" and at some point it stopped working but I had the household move and now on this new lot I have a ball in an enclosed area. It's been a few sim weeks and that ball still works fine! I've never had to replace it on this new lot like I had to on the previous lot.
