I have this problem too including the Cheer and football events.
I found a temporary solution. I had an extra adult sim there but was unlabeled as the judge, so she continuously went home. However, I jumped from home to the event using the notification window to get it to respawn with all the people. Eventually, it respawned a person to be the judge and she won the chess competition. Not a permanent solution, but effective nonetheless 👍
I have this problem as well for all events. I even get the finchwick fair result issue but didnt realise it was popping up because of the high school years events.
