I have this problem as well for all events. I even get the finchwick fair result issue but didnt realise it was popping up because of the high school years events.

It seems like the judges sometimes just "goodbye" out immediately after you arrive, but respawning via the fair flyer is a good workaround. Judge at my chess team science fair was sitting at one of the chess puzzle tables at the start of the event. I clicked the table and then "join game" which made her get up and walk quickly across the map toward the exit, a typical "go home" npc action. After that I tried traveling to the auditorium (from the high school lot) to see if it would respawn her and it did not. Exited game and came back, everyone still in the same spots with actions still queued and no judge. Traveled home and back again via the world map, this didn't respawn anyone. Traveled home, used fair flyer "travel to event" button to come back and that respawned everyone including the judge. I was careful not to interrupt the judge again except to submit my score after solving the chess puzzle, and she just stood by herself staring into space the entire fair. She didn't do any judging or announcements, but I got a notification that I won right after the event ended.
Can confirm it’s still broken.
With this being Sims, I assume it’ll be fixed in three years LOL
