[ARCHIVED] [HSY] No vendor for thrift tea counter appears

Started a brand new save file, was living in copperdale, visited the thriftea store, and the vendor didn't spawn. Tried to select the bubble tea counter in order to use tend interaction, object is bugged and cannot be selected/no interactions available. Something has the counter to no longer be interactable. This is probably why the vendor doesn't spawn. The item isn't recognized as interactable and thus they can't fulfill their role.
