[ARCHIVED] [HSY] No vendor for thrift tea counter appears

How often does the bug occur? Every time (100%)
What is your current game version number? 1.95.207.1030
What expansions, game packs, and stuff packs do you have installed? High School Years, Snowy Escape, Discover University, Get Famous, Seasons, Cats and Dogs, City Living, Get Together, Get to Work, Dream Home Decorator, Spa Day, Paranormal Stuff, Spooky Stuff, and the free holiday stuff.
Steps: How can we find the bug ourselves? Travel to Thriftea and try to click on the bubble tea counter.
What happens when the bug occurs? You can't interact with the bubble tea counter at all, you can't hire a vendor or anything. No vendors show up at all either.
What do you expect to see? To be able to interact with the bubble tea counter, be able to hire vendors, have a vendor show up and be able to order, etc.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure

Months ago, when I first got the pack, I still had an issue where vendors weren't showing up, but back then I could order my own vendor.
