Can report this is an issue for me as well. Lots of people are reporting this happened after the Lovestruck patch. I noticed it after the Life & Death patch; however, I haven't played with multiple teens in high school since before the Lovestruck patch so it's possible it was an issue then and I just didn't see it.

My first teen gets the high school goals but the second teen is treated like a guest on the lot.
