[ARCHIVED] [IL] Signed Fishing Spots Not Working in Sulani

If anyones's interested, I made a small fix to make the Sulani fishing spots work again until EA officially fixes this.

The problem is that the standard/base game “on shore” fishing interaction is not triggered for those Sulani spots, because the “on boat” fishing interaction is being called exclusively instead. Unfortunately this is not coded as having both options possible depending on whether there are boats available. So fishing only works if the Sim using a Sulani fishing sports has a canoe in their inventory or one is available in close proximity as of now. When there aren't ones available, sims will get routing errors or swim around endlessly (as I've seen during the fishing competition).
