Apologies if this has already been mentioned, but I did some testing that indicates the issue seems to be specifically tied to the Island Living tagged fishing sign items, and not to Sulani as a location. This means you can place non-Island Living debug fishing signs on lots in Sulani to fish.*
How: Input the cheat to show debug items and search "debug" in the item menu. Scroll until you see fishing signs that look like the same community lot fishing sign but that are NOT tagged to Island Living (ones from any other pack or base game will do). Place a community lot fishing sign on a Sulani community or residential lot next to water (ocean or a pond you make) and use as normal.
*Drawback: This will NOT spawn fish that are specific to Sulani, so it won't meet specific asks for those fish. But it's something.
Test #1: I placed fishing signs out of debug tagged for both the base game and Cottage Living on a Sulani lot next to water and my sim was able to use them. I placed one of the Island Living debug fishing signs next to them, and the Island Living tagged fishing sign did not work.
Test #2: I went to a residential lot in Tartosa, created a pond, and surrounded it with all eight of the Island Living tagged fishing signs out of debug plus a couple of signs from the base game and Cottage Living. My sim was unable to use any of the eight Island Living tagged fishing signs, but could use the ones from other packs.
